The 3DS will be shipping on March 25 in Europe and March 27 in America, but it will not be launching with all of it’s features. These features include:
Web Browser
Nintendo’s “Eshop” (Where you buy downloadable games)
DSiWare Transfers
Play/Access 3D Movies
Nintendo has set no time frame for when these features will be released. We can only hope that it will be soon after launch.

I really hope its the former, otherwise it doesn't sound too worth it.
